GENERAL INFORMATION ABOUT THE DEPARTMENT OF PUBLIC ADMINISTRATION

The Purpose of the Department of Public Administration

The main objective of the Department of Public Administration is to raise qualified individuals who have the knowledge and skills to be employed in both public and private sector, but primarily public sector, and able to transfer their knowledge into practice.

Founding and Development of the Department of Public Administration

Nevşehir University Faculty of Economics and Administrative Sciences with its departments of Business Administration, Economics and International Relations was established under the Rectorate of Erciyes University, with the decision of the Council of Ministers dated September 1, 1997, by being published in the Official Gazette dated September 3, 1997. Our faculty was affiliated to the Rectorate of Nevşehir University, which was established with the law numbered 5662, which entered into force by being published in the Official Gazette dated May 29, 2007 and numbered 26536. On July 12, 2007, the Department of Public Administration of our Faculty was established in accordance with the Article 7/d-2 of the Law No. 2547 of the General Council of Higher Education, amended by the Law No. 2880, and started to accept students for regular education in the 2009-2010 academic year. In addition of this, our department has been admitting students for evening education programme since the 2016-2017 academic year. The Department of Public Administration had its first graduates in the 2015-2016 academic year.

Students of the Department of Public Administration, on the one hand, learn about the legal, political and social framework within which the public administration system operates, on the other hand, they gain basic leadership skills such as motivating people, building relationships and influencing results. Faculty members follow the progress of the students and provide continuous consultancy for them about academic and administrative issues.

The curriculum of the Department of Public Administration has been prepared to train qualified managers, scientists and researchers who have analytical thinking skills, able to make quick decisions, identify problems and produce solutions, follow current developments, adopt the principles of efficiency, productivity and commitment to ethical values. The curriculum is constantly reviewed and updated in accordance with current needs.

Employment Opportunities for Graduates

Job opportunities for our graduates can be listed as follows: auditor of the Court of Accounts, administrative law judge, KPSS A group positions in ministries, undersecretaries, general directorates and supreme boards; district governor, internal auditor, inspector, accountant and controller in expert staff and local administrations. In addition, they can be employed as civil servants in all public institutions if they get sufficient points from KPSS B group. It is also possible for our graduates to work as academic and administrative staff at universities. Our graduates can also work in private sector organizations.

The Standard Duration of the Programme and Medium of Instruction

The standard duration of the programme is four academic years. The medium of instruction is Turkish.  In addition, compulsory and optional English and Professional English courses are offered.

Qualification Awarded

Students who successfully complete all the courses in the programme(240 ECTS in total) with an average of at least 2.0 over 4.00 are entitled to receive a bachelor's degree in Public Administration.

Admission and Registration Conditions

High school graduates who want to study in Turkish universities are required to obtain a sufficient score from the Higher Education Entrance Examination (YGS) and Undergraduate Placement Exam (LYS). Placements are made by the Student Selection and Placement Center (ÖSYM) according to the preferences of the students. Candidates who have the right to enroll in the Department of Public Administration of Nevşehir Hacı Bektaş Veli University are required to provide the documents listed on the main page of the university’s website and register between the dates specified. In the admission of students from abroad, the criteria determined by ÖSYM and the quota allocated by the University are taken into consideration.

Recognition of Prior Learning                  

The recognition of prior learning in Public Administration Programme at Nevşehir Hacı Bektaş Veli University requires that an equivalent undergraduate course taken at Nevşehir Hacı Bektaş Veli University or another higher education institution recognized by the Higher Education Council (YÖK) should be included in our curriculum and there should be a complete harmony between the course previously successfully completed and the course to be exempted in terms of content and course credit. The exemption and adjustment principles of the courses that the newly registered students of Nevşehir Hacı Bektaş Veli University have previously taken from any Higher Education Institution, including Nevşehir Hacı Bektaş Veli University, are determined by Nevşehir Hacı Bektaş Veli University Exemption and Adaptation  Directive.

Nevşehir Hacı Bektaş Veli Üniversitesi Kamu Yönetimi Programında önceki öğrenimin tanınması, Nevşehir Hacı Bektaş Veli Üniversitesi'nde veya Yükseköğretim Kurumu (YÖK) tarafından tanınmış başka bir yükseköğretim kurumunda alınan bir lisans dersine eşdeğer bir dersin ders programımızda bulunmasını ve daha önce alınan ders ile muaf olmak istenen ders arasında içerik ve dersin kredisi bakımından tam uyumun bulunmasını gerektirir. Nevşehir Hacı Bektaş Veli Üniversitesi'ne yeni kayıt olan öğrencilerin daha önce Nevşehir Hacı Bektaş Veli Üniversitesi de dahil olmak üzere herhangi bir Yükseköğretim Kurumundan almış oldukları derslerin muafiyet ve intibak esasları Nevşehir Hacı Bektaş Veli Üniversitesi Muafiyet ve İntibak İşlemleri Yönergesi ile belirlenir.

Students who successfully complete the programme are entitled to receive a Bachelor's degree in Public Administration.

Profile of the Programme

The main objective of the Department of Public Administration is to raise qualified individuals who have the knowledge and skills to be employed in both public and private sector, but primarily public sector, and able to transfer their knowledge into practice. In this education process, to train qualified managers, scientists and researchers who have analytical thinking skills, able to make quick decisions, identify problems and produce solutions, follow current developments, adopt the principles of efficiency, productivity and commitment to ethical values and to conduct researches in this field are among the fundamental objectives of our department.

Learning Outcomes of the Programme

Students who successfully complete this section;

Learn the basic concepts in the main branches of Public Administration, namely political science, administration science, urbanization and environmental problems and law, at the theoretical and empirical level and develop a problem-solving  perspective,

Have ability to identify and compare the models of public administration around the world and in Turkey; to identify problems and develop solution oriented models,

Have ability to analyzes the elements of political and administrative systems and designs institutional systems based on these elements; able to make decision and activate coordination mechanisms that are effective in the institutionalization process,

Have ability to use information technologies at the maximum level and gain the ability to adapt to new developing technologies for more efficient use of time and resources in decision- making and the administrative process,

Have the ability to collect and analyze data and interpret the results by using the knowledge and interdisciplinary perspective in defining and solving the current problems in Public Administration,

Develop the ability to apply research methods in the field of social sciences,

Become individuals who have the ability to prepare projects by taking active responsibility in individual and team works, can express themselves in public, have self-confidence and high motivation level.

Ability to establish spoken and written communication in a foreign language at least at the level of European Language Portfolio B1 General Level,

Gains the awareness of adopting ethical values as basic values at every stage of their life and especially in their professional life,

Have the awareness of "lifelong learning" aiming continuity in education and training,

Develop their individual abilities in cultural, artistic and sportive fields.

Access to Further Studies

The students graduating from our programme may apply to post-graduate programmes in the field of public administration or in other related fields if they fulfill other requirements.

Programdan mezun olan öğrenciler gerekli koşulları sağladıkları takdirde kamu yönetimi alanında veya farklı alanlarda lisans üstü programlara başvurabilirler.

Examination Regulations, Assessment and Grading

There are one midterm and one final exam in every term for each lesson. Each exam’s contribution of succeed point is the weighted average of midterm exam (%40) and final exam (%60). Top point for every exam is 100. Students who have AA, BA, BB, CB, CC letter marks are counted as successful. DC and DD letter marks are conditioned successful marks. Students who have these two marks must have at least 2.00 grade points average to succeed the education process.

Graduation Requirements

To complete the programme successfully the students must have at least 2.00 grade points average on 4.00 and succeed dissertation.

Facilities

Education activities of department are maintained with 1 professor, 3 assistant professors, 2 associate professor and 6 research assistants.  Our faculty building has sufficient physical facilities to fulfill the needs of our programme. The central campus of Nevşehir Hacı Bektaş Veli University is equipped with everything our students might need, educational, cultural, artistic, sportive, etc. during their education period.  

Bölümün eğitim-öğretim faaliyetleri 1 profesör, 3 yardımcı doçent, 2 doçent ve 6 araştırma görevlisi ile sürdürülmektedir. Fakülte binamız, programımızın ihtiyaçlarını karşılamak için yeterli fiziksel olanaklara sahiptir. Nevşehir Hacı Bektaş Veli Üniversitesi merkez kampüsü, öğrencilerimizin eğitim-öğretim süreci boyunca ihtiyaç duyabilecekleri eğitimsel, kültürel, sanatsal, sportif vb. her türlü  donanıma sahiptir.
